| 2 |  |  WHEREAS, On February 15, 2019, a disgruntled former  | 
| 3 |  | employee of the Henry Pratt Company
in Aurora opened fire  | 
| 4 |  | inside the company warehouse, killing five fellow employees and
 | 
| 5 |  | wounding another; five police officers were also shot and  | 
| 6 |  | wounded while responding to the
incident, before the gunman was  | 
| 7 |  | killed in a shootout with law enforcement; and
 | 
| 8 |  |  WHEREAS, The gunman responsible for this heinous act of  | 
| 9 |  | terror was able to obtain the gun he
used to wound and kill  | 
| 10 |  | innocent victims through a loophole in our Firearm Owners  | 
| 11 |  | Identification
(FOID) system; despite being convicted of a  | 
| 12 |  | felony aggravated assault in 1995 in the state
of Mississippi,  | 
| 13 |  | the gunman obtained a FOID card in January 2014, and when the  | 
| 14 |  | gunman
applied for a concealed carry license in March 2014,  | 
| 15 |  | only then did State Police revoke his FOID
card and send him a  | 
| 16 |  | notice to surrender his firearms and submit a Firearm  | 
| 17 |  | Disposition Record;
the gunman failed to surrender his weapons  | 
| 18 |  | and submit the Firearm Disposition Record,
and the State Police  | 
| 19 |  | did not follow up; this tragic shooting brought to light  | 
| 20 |  | dangerous gaps in
State law that allowed the shooter easy  | 
| 21 |  | access to guns; and
 | 
| 22 |  |  WHEREAS, We must remember the victims of this senseless act  | 
| 23 |  | of violence: Clayton
Parks of Elgin, age 32, Trevor Wehner of  |
