| 3 |  |  It behooves the State to install a program in partnership  | 
| 4 |  | with law enforcement to bring
microstamp-ready firearms into  | 
| 5 |  | use in Illinois.
 | 
| 6 |  |  Section 5. Short title. This Act may be cited as the  | 
| 7 |  | Microstamping Funding Program Act.
 | 
| 8 |  |  Section 10. Definitions.  | 
| 9 |  |  "Microstamp-ready" means that the firearm is manufactured  | 
| 10 |  | to produce a unique
alphanumeric or geometric code on at least  | 
| 11 |  | one location on each expended cartridge
case that identifies  | 
| 12 |  | the make, model, and serial number of the firearm. | 
| 13 |  |  "Microstamping mechanism" means a mechanism of the firearm  | 
| 14 |  | designed and intended
to produce a unique alphanumeric or  | 
| 15 |  | geometric code on an expended cartridge that
identifies the  | 
| 16 |  | make, model, and serial number of the firearm.
 | 
| 17 |  |  Section 15. Grants for microstamp-ready firearms.  Subject  | 
| 18 |  | to appropriation, the State shall set aside $500,000 to  | 
| 19 |  | establish a grant program for microstamp-ready firearms in  | 
| 20 |  | Illinois. The program will award: | 
| 21 |  |  (A) Replenishment grants: Grants between $35,000 and  | 
| 22 |  | $50,000, for the
replenishment of new firearms for their  | 
| 23 |  | officers. One of these grants shall be for
the Illinois State  |

| 1 |  | Police, and the other three shall be for three municipal law
 | 
| 2 |  | enforcement agencies of towns or cities with a population  | 
| 3 |  | between 50,000 and
200,000 who purchase firearms for their  | 
| 4 |  | officers through a Quartermaster
system, in which the  | 
| 5 |  | Quartermaster is responsible for the purchase, inventory,
and  | 
| 6 |  | dissemination of uniforms and equipment to officers. | 
| 7 |  |  (B) New officer grants : Grants between $5,000 to $20,000  | 
| 8 |  | to law enforcement
agencies of towns or cities with a  | 
| 9 |  | population between 30,000 and 200,000 to
assist with the  | 
| 10 |  | purchase of firearms by new officers.
 | 
| 11 |  |  Section 20. Administration and restrictions. The grant  | 
| 12 |  | program shall be administered by the Illinois State Police and  | 
| 13 |  | the grant funds shall only be used for the purchase of  | 
| 14 |  | microstamp-ready firearms by law enforcement agencies that are  | 
| 15 |  | grant recipients.
 | 
| 16 |  |  Section 25. Education and training. Education and training  | 
| 17 |  | associated with microstamp-ready firearms, and integration  | 
| 18 |  | with
the NIBIN and CGIC centers in Illinois shall be included  | 
| 19 |  | in the program.
 | 
| 20 |  |  Section 30. Grant application and participation. The State  | 
| 21 |  | shall establish the objectives and provide direction for the  | 
| 22 |  | program's grant application process, by which qualified law  | 
| 23 |  | enforcement agencies can apply to receive funds for  |

| 1 |  | microstamp-ready firearms for use by their officers. Law  | 
| 2 |  | enforcement agencies participating in the grant program must  | 
| 3 |  | have their officers using the microstamp-ready firearms as  | 
| 4 |  | soon as they are delivered. | 
| 5 |  |  All grants this program must be awarded by June 30, 2022. | 
| 6 |  |  Law enforcement agencies that have been awarded funds must  | 
| 7 |  | use funds within one year of receipt or funds will be returned  | 
| 8 |  | to the State of Illinois.
 | 
| 9 |  |  Section 35. Data collection. The Illinois State Police  | 
| 10 |  | shall collect data from each grant recipient, including but  | 
| 11 |  | not
limited to:
the number of microstamp-ready firearms  | 
| 12 |  | purchased,
manufacturer,
number of officers using the  | 
| 13 |  | microstamp-ready firearms, and
the number of microstamp-ready  | 
| 14 |  | firearms that are discharged in the first of year of use.
 | 
| 15 |  |  Section 40. Penalty.  Any person who knowingly or  | 
| 16 |  | intentionally changes, alters, removes or obliterates the
name  | 
| 17 |  | of the importer's or manufacturer's serial number or the  | 
| 18 |  | microstamping mechanism
of any firearm commits a Class 2  | 
| 19 |  | felony.".
