| 11 | | community mental health board may provide advice to the |
| 12 | | governing body and may establish a policy and procedure for |
| 13 | | the acceptance and review of applications from interested |
| 14 | | residents prior to making a recommendation to the appointing |
| 15 | | authority."; and
